It would be desirable to be able to suppress the display of tags whose value = 0. The user can only see tags that are present in the objects he has access to. What if the tags with 0 are hidden? Should we prompt them for Editors when they are trying to assign them? If no, there might be typos when they will try to create a tag which already exists in the database. It is a complex scenario that has never been requested before, so, unfortunately, I do not think it will be implemented.
