I was able to write tags into your test PDF file by 1375 build, and then import this PDF into another catalog and all tag were extracted properly. I used the same file, entered the title and description tag in the Properties Panel but they were not written to the file. I worked as "local system" on the laptop. BTW, I can't decide how many XMP blocks will be written to the file by the different software.
