Hi,

 

Open 'Recently Assign Tag' window, then if you click on small wheel 'customize', you can see for a fraction of sec first menu, then the second menu is dislayed.

I've registered the bug. Btw, with 1541 the drop-down menu flickers only when I click directly on the little down arrow on the gear wheel icon.
