When you exporting catalog in CSV, you'll get file with columns Categories, People, etc. And if you had multiple tags in one field, then tags will be exported as comma separated between field separators (semicolons):

 

;Fauna\Insects, Flora;

 

When you import such CSV file, you will get Category "Fauna" with subcategory "Insects, Flora". Tag separator was ignored.

"Import from CSV" feature works for newly importing files only that don't exist in the Catalog yet.

 

Photos was exported from one catalog and imported into another. They was new for destination catalog.

 

Problem is in different methods of working with multiple tags. Export writes all tags (of one field - for example, Category) with separator ", ". But Import ignores this separator and understands only "\" as subtags separator. Thus I get "Insects, Flora" subtag instead of two tags (one subtag and one tag).
